Although his ratings gradually recovered in 2011, Aquino once again saw his ratings slowly decline during the first months of 2012, during then Chief Justice Renato Corona’s impeachment trial. A complaint, backed by the president’s allies in the House of Representative, triggered the impeachment. After Corona was convicted, Aquino’s ratings once again recovered dramatically.
But the political implications of the impeachment of the Chief Justice of a co-equal branch of the government drew Aquino’s critics to accuse the administration of ruling through a facade democracy and is effectively manning a dictatorship — a dictatorship of the Executive Branch.
The traction between the Executive Branch and the Judiciary did not end with the impeachment of the CJ Corona. The Executive picked on the Judiciary’s fiscal freedom.
