In November 2013, Typhoon Yolanda—the strongest cyclone to ever hit land—cut a swath of devastation across the central Philippines and left 6,300 people dead. The disaster also wreaked havoc on Aquino’s ratings, after his government was heavily criticized, even by international news organizations, for its slow response to the calamity.

To date, as the nation commemorates the tragedy, criticisms that the government failed to rehabilitate the storm-struck Tacloban is widespread and international media have also observed and commented the same thing. The government’s failure to distribute relief goods and other support, and its failure to successfully reinstitute a housing program (and actually execute it and build homes) have taken its toll on the Aquino government’s popularity.
